Who painted the rainbow

Who painted the rainbow high up in the sky and with it a promise for he can't tell a lie There is one with his great care for the whole human race that he painted us a rainbow and bordered it with clouds of lace And used the colors of the rainbow to paint every different face Then he bound it with a promise that every man of every race could live in peace in paradise a perfect earthly place

Four and a half lines that stretch for eons.  At the end of the rainbow, lies not a "pot of gold", but "paradise", where we can all live together in peace and serenity.  You are a lovely addition to the world of Cosmo Funnel.
