In Dealey Plaza, policeman  dashed up the slope of the Grassy Knoll, where they were met by men flashing Secret Service badges, and turned away.  Later it was established that no Secret Service agents were present anywhere in that area. It was later established the men had been provided false identification… giving a shooter time to escape.  -High Treason  p. 23

My weapons business picked up in 1965 for a secret CIA army in Laos during the Vietnam War (387).  I also opened a school for mercenaries in Antelope Valley (388)  -Holt
 
Philip Twobbly had been a VP at Coca Cola, and had a controlling interest in the University Bank of Fullerton  (371)…He was my CIA paymaster  ( I had 3 Social Security numbers and many aliases)….He (Twobbly) admitted he made many mistakes, but he always operated out a sense of patriotism (399).  Holt.

The area of Dealey Plaza was swarming with contract agents of the CIA, dissident Latins and terrorists, right wingers and many organized crime figures. . .I figure they were  all working independently in this plot. . .I theorize that most were duped, just as I was. . . My main function was deliver documents.   (Holt,  182).
 
Most of the contract agents who work for the CIA…were blunderers.  However, there were a limited number of
contract agents who were amazingly efficient killers in  Dallas on that tragic day in November of 1963.  (Holt 194).
 
“A need to know basis” is an insulation strategy of the CIA, their contract agents and organized crime members work only with enough information to accomplish a task… “Plausible deniability” permits the organization to deny responsibility for the actions of surrogates.    (Holt, 381).
